URL Shortener that will update existing URL's in posts?

Is there a plugin (that works with 3.0) that will shorten URL’s within existing posts?

I want to have it go through all my posts (and new future posts) and change any external URL to something like: https://mysite.com/1234
Which would then redirect to the original url.
