URL rewrite help

Hi, I have this weird problem.
For some odd reason my server seems to get a lot of queries like

https://xxx.com/quote-comment-xxxx

This leads to 404 pages and ends of eating a lot of my cpu.

I plan to redirect
https://domain.com/quote-comment-xxxx
to
https://domain.com/#comments

I’m not really good at regular expressions. Can someone please guide me?
