Url pointing to old website

I am trying to replace an old website with a WordPress site, however, I need to keep the content that’s at the old website so I can link it later on as an archive (however, this content is backed up locally).
WordPress has been installed on the server (which I access via Filezilla, so no control panel) in its own directory. The url currently points to the public_html directory, where the old website is.
Under General>Settings in my control panel, both the WordPress and the site address show https://ecommoutsourcing.ischool.utoronto.ca, which is the correct url but this is still taking users to the old site.
Do I need to move WordPress into the public_html directory (following these instructions?)
Or is it possible to not move WordPress, but to just get the url to point at the WordPress directory and not _public.html?
