URL Param Shortcode; help with creating a link

I am trying to pass the parameters of the page link to a new link that I create. As of now I have only seen examples with parameters passed on to the input html tag, but I am guessing I need an “a href” tag for what I want to do. Does anyone know how to form a link using the parameters from the web address? An example of the desired outcome is shown below:
