uploads when not logged in ?

    user can upload pictures even when not logged in and i cant find anywhere to change this
    i also installed members plugin hoping this would give me that control but even with that plugin there are still not options to prevent picture uploads when not logged in

    please explain fully where settings are for this to prevent people uploading lots of images when they are not registered ton the website
