Backups for sites not owned by an admin do not include the uploads directory…only the database backup is included.

Even if an admin forces the backup for a non-admin site, the uploads dir isn’t included.

Backups for sites owned by an admin include both the uploads directory and database backup.

Using Backup Scheduler 1.4.4 on WordPress 3.6.1 Multisite

Sorry for that long reply … No it is not normal !!!

And if the admin save everything ?

If it is an account owned by an admin, everything is backed up.
If it is an account not owned by an admin, then only the db is backed up.
