Uploading images for users interface?

I’d like to install a simple image plug in that would enable registered users (with permissions) to upload images in batches of 10, no more than 250 pixels high.

The results would either produce code to cut and paste into a wp entry or would automatically open in a post ready for editing.

Is this possible? Is there something similar out there?

I don’t really want anything too fancy, just a simple limited image uploader.
