Uploading custom image header for the site

Hi, grateful if anyone can advise me how to insert custom image header just like visual theme in wordpress.com?

I just moved from wordpress.com and could not find the custom header menu in appearence setting.

I know that there are few questions about this raised under different title, but I could not find the answer there.
