Upload with Feed more than one country restriction

How do you upload with excel feed more than one country at a time

Here are your instructions for one country

Meta: vcwccr_availability_operator: 0
Meta: vcwccr_selected_countries: US
Meta: wcacr_disallowed_countries: US

Doing this does not work so how do you separate out different country codes ?

Meta: vcwccr_availability_operator: 0
Meta: vcwccr_selected_countries: US,GB,FR
Meta: wcacr_disallowed_countries: US,GB,FR

I upload with Product ID and Title as requested.
