Upload theme button is not doing anything for me

  • I am trying to upload a new theme that I purchased but when I go to upload theme, the button highlights blue and does nothing. How do I fix this?

    can you install any theme (even from the WordPress theme repository)?
    can you install any plugins?
    maybe file permissions issue.
