Upload pictures to blog

I am a newbie on the block and am looking for a blooging script that I can add to my website.

Please can someone advise me if there is a plugin I can use with WordPress whereby users can upload pictures to comments and blogs they make on my site and if I can resize the pictures to a managable size on uploading.
