upload photos in 2.8.2 stopped working

In the last 48 hours I switched to 2.8.2 from 2.7.1. Since then, all AJAX functionality has ceased. I first noticed it when I went to upload a picture in a post. The box wouldn’t open.

I then checked the plugins, but the dropdown would not initiate. I decided to deactivate ALL plugins, and it wouldn’t even do that.

I am at a loss. Any help would be appreciated. ITM I am disabling plugins manually. Thanks.
