Upload link missing and can’t change comment sett

Hi
I’m running a 1.2-alpha and I’ve allowed users to upload files but when I go to post a message I don’t see a link to upload a file.
Also, I had put a setting for comments to require email & name but I wanted to remove that setting so I deselect the check box and update but it doesn’t change.
Does anybody know why?
