Upload limit stuck at 2 MB

Hello, I have the most perplexing problem.

Let’s start from the begging, I set up a server with cPanel (and WHM) then I installed WordPress and then wordPress said the upload limit is only 8 MB so I go and into WHM and set the upload limit to 150 MB and I go back to to WordPress and it still says the upload limit is at 8 MB so then I do a bit of googling and find that you can tell WordPress to up the upload limit by editing teh php.ini file (in your hosting document root), or adding some code to your wp-config.php or your .htaccess file none of wwhci worked for me, what did happen though is now the upload limit is only 2 MB!!!! and yes I deleted all the changes I made to said files! is this a WordPress problem or cPanel/WHM problem?
