Upload image and description to display on home page

Hi,
I am learning wordpress so please take it easy.

I have a “div” on the home page, that displays 3 images and its text.

I want to create a functionality where the admin user is presented with a form that has a file upload box , a textarea for description and a position dropdown (top, bottom, middle) for the image being uploaded.

Once the admin has uploaded the image and its text and the position, I want that image to show on the home page.

Please can someone guide me in how to achieve this functionality.
