Firstly, add file upload field to your profile form.
Secondly, as an admin go to the user’s profile and click edit under the cog icon, then upload file to the previously created file upload field.

This plugin does the job, and what is missing from many other download-plugins is that user can delete files from front as well.

Main problem was, for me at last that when google do indexing to site, and present direct links to file, depending content of file.
This problem may resolved by User Access Manager-plugin “File lock”-option.
