upload field not showing in incognito mode or visitor view

Hy Plugin team,
First of all, happy new year !! sorry my first topic move to spam, so i created this topic again
I have some questions about the plugin, that in the incognito mode the form upload field is not showing while, after login i can see the upload place to insert files.
i have attached some screenshots,

also, i think there is conflict in the javascript which casued the upload filed is not showing ( showing in the Inspect element – console area )
also i tried to add
1. Add this to you header.php above wp_head() function
wpcf7_enqueue_scripts();2. Add this to your wp-config.php

Oh I see, the error shows that it’s 409 conflict.
It’s network issue try maybe you submitted multiple test on form or something.(your IP is tagged as spam). Try restarting your internet modem.
We encountered this before I asked the customer to contact their hosting provider to allow o unblock contact form 7.
