Upload capability for a contributor

Hi,

If I set default role for new user as Author, their posts are not moderated (or is there a way to moderate it?)

If I set it to contributor, they can not publish the posts, but also they don’t have Upload capability. I am using podpress and would like to moderate the podcasts posted by other users.
