Upload button not available for plug in or templates

  • Hi, I have followed the instructions on blog set up and have used WordPress in the past. When I go to plugins, I do not have a button to upload a plugin I’ve downloaded. I also cannot find view plugins which are available like I used to be able to do and if I search for plugins which I KNOW are there, such as All in One SEO Pack, it comes up with nothing. I am also having the same issue with templates.

    The form of installation I used was on dreamhost.com as their “one click installation”.
