Upload attachments not always appear

I have an existential doubt.
Turns out I have two sites with “wp total cache”. I decided to use Amazon CDN Cloudfont, and use this guide:https://raiolanetworks.es/blog/amazon-cloudfront-con-w3-total-cache-en-wordpress/
In the first website all ok, where there is no button “upload attachments.”
And button testing only says: “Test cloudfont distributions”. Not a bucket in S3 is automatically created.

Where is the difference? I have reviewed all the details on both websites and I can not see the difference.
Note that in case 2, which created the bucket in S3. The website showed bad as some probleme had permission to access the S3 bucket.
