Upgrading WP to 3.8.1 will effect/hurt my SEO?

Hi all,
This is my first post on www.remarpro.com
I have few questions about my blog.
Recently my blog’s styling has all gone.
i cant change theme, edit anything (simple is that i cant do any change from WP-admin) so i tried to get files to my local system through Cpanel but unfortunately my Cpanel doesn’t have any option of downloading anything from server(its cheap server) i tried downloading from FTP but it get connects to FTP but doesn’t show me the directory.
Now my Question is that
Q-1. if i update 2.7.1 to 3.8 will this effect my SEO? also i took db backup somehow.
Q-2. Does db contains SEO in it? because i am planing to move from this server to godaddy. if i take the db backup and then recreate the design in godaddy from scratch, will i have to do the SEO also from scratch or it will automatically come in the db?
