upgrading notice

    Would like to know when or how does WP detect the upgrades and suggest it to the user?

    Have installed WP 2.7.1 on 3 different hosting servers and only one had the notice – upgrade to 2.8 while the other 2 did not have the notice bar.

    While all 3 had the notice of upgrading plug-ins, 1 hosting server always does not successfully upgrades automatically. Have to download and install manually. Any reasons for this?
