upgrading – get_shortcode_regex() missing

  • I tried upgrading to the latest version and now my site gets the template and in place of the blog post says:

    Fatal error: Call to undefined function get_shortcode_regex() in /home/nomoscom/public_html/livingwithdragons/wp-includes/formatting.php on line 95

    Please help me fix this or I’m going to have to rol back and probably won’t bother upgrading for some time.
    I’m guessing this post makes sense in Installing though I could of posted in Troubleshooting
