what content there should be a bulleted list?

I need bullet content in program and page.

Looking at the style.css, I don’t see a program ul or a page ul.

You wrote “Unordered lists do not display bullets.” I asked for a page where you used a bulleted list but are not seeing bullets. If you don’t provide one, there’s not much I can do to help.

Very odd…. your style.css has list-type:none for UL and OL and has no margins set

I changed that to

ol, ul {
    list-style: disc;
    margin-left: 2em;
    margin-bottom: 1em;
}

and it looks OK, though you may like more left margin.

In any case, this is a theme issue. If your theme has a custom CSS option, use it to add the CSS “correction” above. If not, install the plugin “Simple Custom CSS” to allow adding custom CSS.

I did research. The theme uses Jetpack plugin which allows custom css. Thanks again.
