contains a solution for this requirement.

It would be implemented as follows:

500|8.00|1
500|18.00| 1 | Express shipping
1000|12.00|1
1000|22.00| 1 | Express shipping

The oik-weightcountry-shipping-pro plugin: Multi rate weight/country shipping for WooCommerce contains this functionality.

i tired this in version 1.3 but it did not work. only one weight/region line is displayed in checkout.

Just to confirm that this functionality is not available in the FREE version from www.remarpro.com but it is available in the premium Multi Rate weight/country shipping plugin.
