Upgrade to 2.8 error

I have successfully upgraded several blogs, so I don’t think I did anything wrong necessarily, but I’m getting a

Fatal error: Call to undefined method: wp_scripts->do_head_items() in /home/kemark9/public_html/HoundBlog/wp-includes/script-loader.php on line 566

on the one blog after upgrading and now trying to go to the dashboard.

Any one have a suggestion as to what I can do to fix this? I have all plugins disabled.
