Upgrade Problem: Strange Characters in Posts

I recently upgraded from wordpress 2.1.3 to 2.2 via fantastico on two blogs: https://www.webceoblog.com and https://www.crohnscolitisinfo.com . I am having a problem with it displaying strange characters for the apostrophes and some other characters. The letters and numbers all seem to be ok.

I suspect this has something to do with the character set in MySql for the posts that is conflicting with the upgrade, but I am noob at this level.. just getting started learning php and databases..

Has anyone had this issue or have any idea what is going on?
