Updated Policy (When pressing Accept it refreshes and shows changes again)

As the title says, when changes are made to any policy user gets the box showing the updated policy and has the option to agree or disagree.
when they press Accept it reloads the page and shows the exact same thing, no user is able to accept the changes.

How can I fix this?

I think it may be related to cache/cookies but I am a novice at this so need help on how to fix it.
