Update User Button Missing in Admin

I went to try and edit a user’s profile in the admin area. However, when I went to press the UPDATE USER button at the bottom of the page, it was missing. Where the button would be was this message:

In the email it says:

I did not get the problem on any other wordpress sites I manage with the same themes and plugins. Not sure where to go with this issue now.
