Update the value of sslverify in WYSIJA::cron_check()

The default value of
sslverifyfor local HTTP requests changed fromtruetofalsein WordPress 4.1, which means theWYSIJA::cron_checkcan report a false negative.The function should be changed similar to this change in WP-CLI.
