Update 4.7.6 to 4.8.3 fails

    I have disabled all plugins and removed all themes except twentyfifteen and twentyten (the current theme). Update (core and plugins) always fail. The only line in debug.log is:
    [10-Nov-2017 15:25:46] PHP Notice: Undefined offset: 1 in /[blogname]/wp-admin/includes/dashboard.php on line 1227

    Links were not working with Permalinks set to Day and name (too many redirects), but work with Plain. Might these 2 issues be related?

    I have been poking around for so long and I have no idea how to fix this. I’d rather fix, if I could, instead of doing a manual install.
