I’ve searched without joy on this.
I’ve set up a static CMS site and have an additional page called Blog. The idea is just to use this for feedback, it is secondary to the rest of the site. (www.kidschioneseonline.com – under construction!)

    1) I’ve never blogged before. Is it only the web Admin who can start categories/topics? Should I just have one single category heading so all user posts can follow?
    2) I added text to my blog page, but it doesn’t show here, only the posts themsevles. Why?
    3) Unrelated question. My homepage is called Home. Should it be called Index?

    Thanks for any help.

    1. No. Editors can also create categories.

    2. Your blog page is a list of your posts. It ignores anything entered within it’s post content area and any page template that you might apply. It uses the index.php template file instead – so you would need to edit this file in your theme to add your static blog content.

    3. Not really. It’s more common to call it “Home”.

    Thanks for your help.
    1) I didn’t see the option to create a category when I tested it as an editor. Is it an option I need to turn on?
    2) OK, I’ll do that.
    3) OK

Managing categories is definitely listed as one of the Editor capabilities. Perhaps you just missed it?
