    Phplist fulfills this requirement via its double opt-in system.

    That is, once a user signs up to the mailing list, they will receive a confirmation email to ask if they really do want to sign up. If they never confirm, then they are not added to the list. If they do sign up, then they get another confirmation email, which includes links to customize their info and/or unsubscribe.

    This functionality is all built into phpList. The Sign Me Up plugin just acts as a front end to it.
