    The error message “INSTRUMENT_DECLINED” is directly related to issues on PayPal’s side. These errors typically occur when a buyer either cancels the process at checkout or their card cannot be charged. This could be due to various reasons, such as insufficient funds in the buyer’s account or issues with the payment method they are using. The order was probably successful after changing the payment method.

    If the problem continues to persist, you will need to contact PayPal Merchant Technical Support directly with a debug ID.
