Unicode in translation causes a problem

The Unicode apostrophe ’ (U+2019) used in French translations, specifically the translation of the WP Google Maps GDPR permission
“To enable Google Maps cookies, click on I Agree”
is transformed into a “?”, as follows:
“Pour activer les cookies de Google Maps, cliquez sur J?accepte”This is because WPGM passes the string through utf8_decode().
This problem could be avoided by using single quotes “‘” instead of apostrophe “’”
