    It seems like you are hitting the url directly which is not allowed. You have to go to export subscriber page and then click export

    I’m not hitting the URL directly. I’m simply going through Admin > Email Newsletter > Export CSV and under the Action column, click the link that clearly states “Click to export csv”.

    Where is export subscriber page?

    I checked the configuration, it seems that session is not storing the value. You will need to contact your host.
