Underline on the links when activated does not appear to all links (screenshot)

my website is not uploaded to a host yet i work at localhost, just see the screenshots it is very clear, when a link on the menu is activated it should be like the first screenshot.

problem happens only on custom links.

i use a custom section in testimonials to scroll down towards contact us section

okay i fixed that

I changed my section div (for scroll) to:

?>

from:
<span id="contactus"> </span>
