Underline my Categories

I’d like to underline the Categories on the left of the site: Baby Stuff, Cars & Vehicles, etc.

Do I do this in the main css file “style.css” or in
/public_html/wp-content/plugins/article-directory “categories.css”?

I’m looking in both and don’t see where to do it.
