Unclear documentation

Hello!
I would like to ask a question. Since in the plugin’s documentation page it says that it applies to VIP, I would like to ask, does it mean that the plugin can only be used on sites that are hosted at WordPress VIP, or it is completely functional on self-hosted installations as well?
