    This error has recently started to show in Google dev tools on every page, even ones that dont have the table of contents plugin. It only shows when logged in.

    Sounds like you may have a browser/page/server cache issue as jQuery Waypoint is no longer used included in ezTOC 2.x. I recommend clearing all your caches.
