Unable to view theme in remote browser

I’ve tried everything I could think of but I’m having problems viewing any theme from a remote browser. If I view the site locally the theme loads just fine. I changed permissions on the C:\PHP and C:\WORDPRESS directories so that the IUSR account has Full Control on both. You can see what I mean if you go to the following address…..

This is a Windows 2003 server running IIS6.
