I’m looking to edit a page using the new, supposedly built-in block editor, but only the Classic Editor appears for me.

If you’re running WordPress version 5+, chances are the administrator has specifically installed the Classic Editor plugin, and disabled the new editor. People do this for various reasons: some may be using older plugins and themes that have some trouble working with the new editor, and a whole lot of people would rather stick with the old editor they’re familiar with, rather than adapt to the new editor.

Unless you have ADMINISTRATOR privileges, you’ll not see any plugins (or themes or most configuration options).
I’ll advise you to contact the “admin” of your site to ask if they can enable the new editor (aka Gutenberg) for you.
and haven’t really figured out how to install WordPress on my computer. Is this even necessary given that I’m simply trying to edit a single page?
If you really want to learn publishing with WordPress, there’s no better way than having your very own WordPress site, especially one that you can “mess” around with, knowing it’s only a test environment.
