Unable to upload source file using UTF8

When uploading a csv file using UTF-8 characters, I don’t even get an error msg, it just tells me everything went fine, and source ID 0 was created… Afterwards, there is no available source with the uploaded file.
It seems the problem is with Excel saving csv files as ANSII. The file needs to be converted to UTF-8 first for it to work. Is it possible to have add an option to force a UTF-8 conversion on uploaded CSV files? Or is there some other solution (I would prefer not having to ask my customer to convert the file manually to utf-8 using some strange application every time…)
