Unable to upload images

I’m up and running and on my dashboard but can’t upload any images. Getting error message:

“Unable to create directory /home/parkhurs/public_html/wordpress/wp-content/uploads/2011/02. Is its parent directory writable by the server?”

I already set permissions in wp-config.php to [766]

How do I fix this, and/or is there a way to simply access images from the server that I uploaded there? Is there a way to just go to the code via the browser?
