Unable to update invoice

Usually when order is created, PDF Invoice has the following options:
“View” “Update” “Delete”However recently sometimes it only has
“View”Even after changing the order their isn’t an option to update the invoice.
It seems to only be orders manually created from WooCommerce-Orders-Add Order, order’s placed through the website store don’t seem to have a problem updating the pdf invoice.
I’ve also had trouble consistently replicating the issue. I think the order of the steps in which I create the order, update the status of the order, update the order details (items) has something to do with it.
