Unable to register user after activating plugin

Hi, I have activated the plugin, and after that i am unable to register users of any user role.
I tried using network admin, site admin both.
Just getting this error message:
“ERROR: You are not allowed to register.”
Any solution for this?
Even after deactivation of the plugin, the issue not gone. Is their any permanent change done on the database?
