Unable to read file

I exported the file from one website and tried to import it to another but I keep getting “Unable to open file for reading. File:” error. This happen before it even gets started. It’s not Frozen, just won’t start. The file is 180 megs.

You need both to import up to 512 megs.Here is an extended explanation of this add on plugin.
