“Unable to Process Payment”

Unfortunately I do not have screenshots or examples at the moment because I cannot seem to replicate the issue, but it happens frequently.
Sometimes, when we duplicate the order, make some edits, etc., change the status to pending payment, then click the link that takes you to the front-end checkout, we sometimes get a warning message that reads something to the effect of “Unable to Process this Order.” For many or most orders, it works perfectly fine.
I am not sure why this happens and don’t even know where to start troublshooting–however, here are some data points.
–looks like it never hit the payment gate way. Looking in the gateway’s log files, it doesn’t even look like it go that far..something stopped it before it go there.
–The customer originally paid with PayPal. Over the phone he gave me his CC number and I was going to use stripe…didn’t even make it that far to where I could have chosen.
–In the latest example, it looks like the customer registered as a user on the website, vs. checking out as a guest.If you have any suggestions on where to start troubleshooting this, please let me know. WP, plugins, themes, etc. are all up to date.
