unable to print labels due to JSON error

I am now on my 3rd instance of trying to solve a problem (and now my 3rd attempt to post this to the forum) with getting rates and printing labels in WC shipping. I have followed all the trouble shooting guides, and checked with my hosting company, with no success. I previously raised this issue around October 30th. For some reason, I got it to work for one instance, after trying a number of trouble shooting suggestions, and then the error came back.
I have not been shipping many orders lately but we are gearing up our promotional efforts for the holiday season and I need to get it resolved. When I click on Create Shipping Label in the order processing screen I get this error: ‘The response is not a valid JSON response.’
I enabled debugging and got the following message last night:
