Unable to open new themes and plugins

    I recently upgraded to 4.4.2 and noticed a peculier issue regarding opening the themes and plugins which i am unable to. I get the errror stating an unexpected error happened.

    I know a similar issue occurred almost 5 yrs earlier but then it was fixed. I believe in the code if we use debug then we are pointed to an address on the internet for themes and plugins which seems to be busy or something and that is why we are unable to see the themes or plugins from our dashboard.

    Uploading theme and plugin manually are working, i tried at a no. of installations including a fresh installation and the same issue persists.

    Please fix this issue.
